COVID-19 Government and International Response: September 18, 2020


Global COVID-19 cases have reached 30,213,800, up from 29,610,699 at 3:30 p.m. on Wednesday. Canada now reports 140,867 cases, up from 138,803 cases of COVID-19 on Wednesday. Ontario reports 46,077 cases, up from 45,383 cases on Wednesday.

The Province reports 401 (0.9%) new cases since yesterday. Of the province’s total cases, 40,600 have been resolved (88.1%) and there have been 2,825 deaths (6.1%). The province has now completed 3,469,523 tests and reports 40,443 tests are currently under investigation. More information here.

On September 18, the federal government confirmed that Canada and the United States have agreed to extend the temporary restriction of all non-essential travel across the Canada-U.S. border until October 21, 2020. More information here.

Women today still face unique and systemic barriers to starting and growing a business – and these challenges have been amplified by the COVID-19 pandemic. Today, the Government of Canada announced a $370,000 investment to support women entrepreneurs for Tech Undivided, as part of the Government’s recent top-up of $15 million to Canada’s first-ever Women Entrepreneurship Strategy (WES) Ecosystem Fund. The opioid overdose crisis continues to be one of the most serious public health crises in Canada’s recent history. Tragically, in many communities, the COVID-19 outbreak is worsening this crisis. Today, the federal government highlighted funding support of nearly $9.5 million for four safer supply projects for people at risk of overdose in Ontario. These projects will provide pharmaceutical-grade medication as an alternative to the toxic illegal supply in circulation. More information here.


Today, Premier Doug Ford joined his fellow Premiers to press the federal government on critical priorities for the people of Ontario, including strengthening frontline health care and moving shovel-ready infrastructure projects forward.

The need for additional health care funding is urgent with rising case numbers across the country, a potential secondary wave of COVID-19 on the horizon, and ongoing work to modernize hospitals, long-term care homes and other health facilities. Ontario joins provincial and territorial partners in calling for a significant increase to the federal Canada Health Transfer to cover 35 per cent of provincial-territorial health costs and help meet urgent challenges, prepare for the future, and build stronger health care systems. Today, Ottawa’s medical officer confirmed the city is experiencing its second wave of the COVID-19 pandemic. The announcement from Dr. Vera Etches comes as Ottawa Public Health (OPH) confirmed 63 new cases of COVID-19 in the city Friday, bringing the number of residents who’ve tested positive to 3,549.There have been 322 newly confirmed cases in this week’s OPH reports, the second-highest weekly total since the start of the pandemic. The Ontario government is committing nearly $1 million in cost-share funding to help rural communities diversify their economies, retain skilled workers and create jobs. Today, details about the funding were released by Ernie Hardeman, Minister of Agriculture, Food and Rural Affairs, which is being provided through a new targeted intake of the Rural Economic Development program (RED). The Ontario government has introduced the Helping Tenants and Small Businesses Act that would, if passed, freeze rent in 2021 for most rent-controlled and non-rent-controlled residential units. The bill would provide the vast majority of Ontario’s tenants with financial relief as the province continues down the path of renewal, growth and economic recovery. More information here.

The Ontario government has amended order O. Reg 364/20: Rules for Areas in Stage 3 under the Reopening Ontario (A Flexible Response to COVID-19) Act, 2020, setting a new limit reducing the number of people permitted to attend unmonitored social gatherings and organized public events in three regions experiencing higher rates of transmission of COVID-19. the amended order will set a new limit on the number of people allowed to attend an unmonitored social gathering or organized public event in three specific regions to:

  • 10 people at an indoor event or gathering (previous limit of 50); or
  • 25 people at an outdoor event or gathering (previous limit of 100).

Joint federal, provincial, and municipal funding through the Investing in Canada infrastructure plan will support 11 public transit projects in the Durham Region. These investments will support more accessible and sustainable public transit and active transportation for communities. The Government of Canada is investing more than $45.3 million in these projects through the Public Transit Infrastructure Stream (PTIS). More information here.

The Ontario government is providing $467,500 to the Older Adult Centres’ Association of Ontario (OACAO) to administer the new Seniors’ Centre Without Walls Micro-Grants program and other capacity building initiatives. The funding will support a broad range of seniors’ organizations and help people stay connected to their communities through telephone-based social and educational programs during the COVID-19 pandemic and beyond. BigArtTO, a City-led ShowLoveTO initiative involving large-scale projections in each of the City of Toronto’s 25 wards was launched on September 16. A city-wide temporary public art initiative, BigArtTO will provide residents with opportunities to safely explore city neighbourhoods and support local businesses and artists.
